Public sector PhD

The Public Sector PhD Scheme (OFFPHD) is intended to expand research activities in public sector bodies, to increase researcher recruitment within the public sector and to promote greater collaboration between academia and the public sector. Deadline: Open-ended.

Research Council Norway (RCN) has available funding for 23 Public Sector PhD projects in 2023. There are both thematic projects and projects with no thematic restrictions. Thematic projects include:

  • Three projects of relevance to the funding scheme Health, Care and Welfare Services Research
  • Three projects of relevance to Welfare, culture and society

Applications are awarded on a "first come, first serve basis" provided that applicants satisfy all eligibility criteria and requirements for the call. The call opens on 1 March.

Eligibility

The Project Owner and applicant for Research Council funding must be a public sector body as defined by the RCN. This implies that UiO cannot be the main applicant. However, the Faculty of Medicine can be the PhD awarding institution, and the collaborative partner for the institution that will employ the PhD student. 

The Public Sector PhD project must be planned and implemented as a collaborative effort between the Project Owner and the degree-conferring institution. A collaboration agreement between the two entities is required.

Funding

The doctoral project must have a duration of 36 months and can be completed over three or four years. Financial support from RCN is based on pre-defined rates. The Research Council’s funding of the project is disbursed as a lump-sum allocation to the public sector body where the research fellow is employed.

The public sector body is expected to cover a substantial amount of the costs by own funding.

The Faculty of Medicine will require payment from the public sector body to cover costs associated with having the PhD student admitted to our PhD programme.

Staff that is being contacted and plan to submit an application in collaboration with a public sector body are advised to consult the faculty guidelines for industrial PhD and public sector PhD. Furthermore, applicants are encouraged to contact the faculty PhD administration to gain knowledge on common challenges that pertain to these projects.
