About the project
This project aims to study how the Covid-19 crisis is represented within Norwegian, national health policies. Policies are used as justification for political decision-making during crises. They decide how crises are understood and managed, and serve as normative guidelines for what should be done by whom, why, when, and how during a global, sector-wide societal crisis like the Covid-19 pandemic. By doing a qualitative, thematic policy analysis of a selection of Norwegian, national health policy documents, and public consultation replies by Norwegian individuals to a public consultation suggesting changes to the Norwegian Health Contingency and Infection Control Acts, we will study how Norwegian governmental agencies and Norwegian individuals define, frame, and understand the Covid-19 crisis, and discuss how this affects how potential future health crises will be managed.
